Somehow, these remote viewers or psychics are able to use extrasensory perception (ESP) to project their mind to a different time or place to receive information, all without moving or leaving their physical body.
The U.S. Government believed that the practice of remote viewing had some merit. In 1975, they spent 20 million on a research program known as The Stargate Project, to determine the potential for psychic phenomena in military and domestic intelligence applications. The program was however dissolved in 1995, after failing to produce any actionable intelligence.
